Xhavit Gashi
Xhavit Gashi is the founder of Gashi Strategies, a retired Brigadier General with more than twenty-five years of military and diplomatic leadership behind him. He built the firm to do one thing well: give organisations operating in difficult places a partner who has already carried the consequences of getting logistics wrong.
His career began in Kosovo’s post-war reconstruction, where he spent over twenty years in public service and played a pivotal role in building the country’s security institutions. That work ran from security sector reform through to the strategic partnerships with NATO and Euro-Atlantic allies that shaped Kosovo’s defence relationships, and it is where he learned to plan operations that have to hold together with imperfect information and no margin for delay.
He went on to represent Kosovo abroad as its first Security and Defence Attaché in Washington D.C., and then as the country’s first Consul General in Iowa, a posting that grew directly out of the long-running partnership between Kosovo and the Iowa National Guard. Alongside these appointments he completed defence management training at the U.S. Army War College and earned professional certifications in cybersecurity.
In the private sector he served as Vice President at a government solutions firm and as Head of Cyber Defence at an information technology company, work that connected his operational background to the digital infrastructure modern missions depend on. He is also Chief Development Officer at RIT Kosovo and Director of the Fred Cuny Peace and Conflict Summer Program, and lectures on cybersecurity, leadership, defence strategy and international relations.
That combination is unusual and it is deliberate. It means Gashi Strategies can sit with a ministry, a multinational force and a commercial contractor in the same week and speak each of their languages accurately.

Major General (Ret.) Timothy Orr
Senior Strategic Advisor
Major General Timothy Orr brings extensive experience in strategic planning and defence operations to the firm’s advisory work.
As the former Adjutant General of the Iowa National Guard, he was instrumental in developing the Iowa–Kosovo partnership, one of the longest-standing state partnership programmes of its kind. He advises Gashi Strategies on strategy, defence relationships and the operational realities of multinational deployment.
Beyond its leadership, Gashi Strategies draws on a dozen mid to senior active and retired military leaders in key positions, complemented by a group of seasoned civilian experts and project managers.
